How is it determined if the user which is trying to attach to a network is offline or online charging user ? Depending upon this determination, we send messages over Gy and Gz interface from PGW.
It should be based on the subscription of the user.
Based on the subscription SPR is populated for the user. So when a request comes for the user, PCRF will fetch details from SPR and effectively choose the charging method
During a user’s initial attach, PCRF requests and obtains the user’s subscription profile from SPR, in order to determine a PCC rule. Based in PCC rule and user subscription profile, PGW respond via CCA with charging type as offline or online.
Priority 1-> GW will Check IMSI info which is having Charging methodology or not Priority 2-> PCC rules will be having charging method whether it is Online or Offline Priority 3-> APN Charging charatistics
