Mention some scenarios when system information changes?

Please explain the scenarios when RRC state RRC_CONNECTED changes to RRC_IDLE, also how this happen?

One example I know, ETWS and CMAS notifications are example of system information change. EnodeB may send paging message to inform about ETWS and CMAS notifications.

It can be of following scenarios:
* When the eNB is updated for new PLMNs (SIB-1 gets updated)
* When eNB decides to bar particular access classes (SIB-2 gets updated)
* When new carrier frequencies gets added in the list of neighbouring cells (SIB-3...SIB8 gets updated)
