Is it possible to build LTE core network on MVNO and then connect to MNO which runs their service with prior gen (2G/3G)

As you may already know, Virtual operator doesn't own RAN part and they create just the core part and as far as I know it works like roaming user.

I'm wondering if it is possible to build a LTE/SAE core network on MVNO and then connect to MNO which runs their service with prior generations (2G, 3G). is that possible? can you provide sample scenarios?

I'm not sure if I got your question correctly.
Before anything I would like share that MVNOs in many cases are hardly an Operator. From all my background how the MVNO happens is just another page instance, few IPSec tunnels, maybe some MPLS. The billing is rented from available 3rd party company.

So the whole concept is backwards for me.
