When UE will send RRC connection reestablishment request with cause "reconfiguration failure"?

Reestablishment will be initiated only after AS security then how integrity will be failed and how it initiates reestablishment?

When an eNodeB sends RRC Connection Reconfiguration message without carrying mobilityControlInfo IE and UE is unable to impose those configuration at its own end then UE triggers RRC Connection Reestablishment Request message to UE with the re-establishment cause "reconfiguration failure".

For example: If some of the measurement related parameters have been sent to UE by using the RRC connection reconfiguration message and UE is unable to comply those configuration . RRC Connection reestablishment shall be initiated.
