There is no standard way but the following measures can be taken to desired impact -
1. Use of security devices i.e. CCTV, Scanner, RF tagging etc...
2. Employee education and training

I can only answer about the criminals. Lots of cameras placed throughout the store and some notices saying we will prosecute you to the full extent of the law
