Her father Ptolemy XII
Arsinoë IV and Berenice IV both declared themselves Pharaoh at various times - Berenice from 58 to 55 BCE when her father was deposed and took shelter in Rome (she was executed by her father when he returned), and Arsinoë in 48 BCE during hostilities surrounding Cleopatra's accession - but at his death in 51 BCE Ptolemy XII was Pharaoh.
