The declaration was adopted by the Arctic Council. The Council, established in 1996, focuses on sustainable development and environmental protection of the Arctic region. It is a high-level intergovernmental forum which includes 8 member countries, 6 permanent participants representing indigenous peoples and a number of observers which promotes cooperation, coordination and interaction among the Arctic States, indigenous communities and other Arctic inhabitants on common Arctic issues.
