Equal chance if the ace is not a picture. Else higher chance for a picture.

A standard deck has 52 cards (excluding jokers).
Divided by three are 3, 6 and 9.
=> 3 * 4 (suits) = 12 / 52
Of these the jack, queen and king are picture.
=> 3 * 4 (suits) = 12 / 52
If the ace is also a picture, the change for a picture is 16 / 52
