Put 1 egg in each bag except 1st. Put the empty bag in a bag with 1 egg. Put that bag in another bag having 1 egg and so on. This way, you use only 19 eggs. Now the top bag has 0 eggs, the next bag has one, the next bag has 2 and so on.
