What is access class barring in LTE, how to bar particular subscriber & how subscriber came to know barring information?

I am bit confused why the different order are used for integrity and ciphering of RRC and NAS message ?
What if the same order (ciphering and then integrity) is used for RRC message ?

I would like to share the following points in the context of access class barring feature of LTE radio network:
- Access class barring mechanism provides a way to bar a range to access class user.
- An important point is that user is barred based on the AC 11...15 not based on a particular user.
- User level restriction is imposed on the basis of IMSI. I meant to say at NAS level not at eNodeB level.
- Before initiating the RRC Connection Setup Procedure, Each UE goes through the access class barring information which is being broadcasted in System Information Block Type 2. After reading and interpreting the access class barring information, UE further decides whether it should go ahead with RRC Connection Setup Procedure or not.
