When we use modificationPeriodCoeff IE in SIB2 and How UE will use it?

Is DRX will by default present in UE?or will it be assigned by eNB?
If it is assigned by eNB,then in which message does it send to UE,in RRC setup or RRC reconfiguration or SIB2 message?

modificationPeriodCoeff is used to calculate modification period (in number of radio frames) of System Information.

modification period (in number of radio frames) = modificationPeriodCoeff * defaultPagingCycle / 10ms .
Both the parameters modificationPeriodCoeff and defaultPagingCycle are transmitted in SIB2 within the RadioResourceConfigCommon IE.
