What information systeminfo value tag and system info modification IE s will convey to UE and Why 2 IES ?

With respect to Intra-cell (oneENB multiple cells), each cell will have different PCI's(physical cell identity).
Whether all cells will have same systeminformation(MIB,SIB) or it will differ? OR It is implementation specific?

UE's in RRC_IDLE and RRC_CONNECTED paging message will notify system information modification. System info value tag in SIB1 will be useful in cases of UE was unable to receive the paging messages e.g. upon return from out of coverage.
