What level of granularity, UE location can be identified in LTE?

We know LTE scheduler works at the 1 millisecond level . Why it does not work at the 0.5 ms (slot) level ?

UE location can be identified at cell and tracking area level granularity in lte technology. eCG stands for I(evolved cell global identifier) and TAC is (Tracking are code). Tracking area is a bigger geographical region as compared to cell.

just curious, what is the typical size of cell. So that we can say that a UE can be tracked upto this accuracy.
