Can UEs use multiple bandwidths with Carrier Aggregation?

If LTE network has deployed CA with 2 CC of 15 MHz, can a UE use CA with only 10 MHz on each CC? Can Network handle such scenario and just allocate 10 MHz for one UE? If possible, please share the related specs.

Resources allocation to UE depends on available resources, UE data requirement channel condition etc and scheduling algo. ENB allocate resources to in the for of PRB not bandwidth. So it may possible that eNB can allcate equal PRB from both cell or can have unequal resource allocation.
