Can UE send C-RNTI MAC CE to eNodeB in case of re-establishment?

As UE has valid C-RNTI , can eNodeB confirms same previous RNTI to UE on occasion of successful re-establishment?

Yes, If UE includes MAC CE in MSG3 then ENB will confirm the previous valid rnti

But is it true that UE can Send C-rnti CE in case of Re-establishment?
Yes, MAC CE will come only in case of contention based RACH (only re-establishment, TA expires,SR unavailable etc).
As i observed in logs ..... RNTI was changing before and after re-establishment ... If UE can C-RNTI CE eNB should allocate same RNTI even after re-establishment right ?
Then UE might not send an MAC CE and only sends an RRC reestablishment , then RRC will intimate MAC to delete the old RNTI context.

Suppose UE intitiates an Rach for TA failure or No SR resource, UE sends an MAC CRNTI CE in msg3 and expects old RNTI allocation for Contention resolution success. But what if eNB gives SPS RNTI Ul allocation after MSG3 , will UE resolves the contention resolution after this?

As i know, Pcell sends an MAC CE to activate the Scell, What if Scell sends deactivation MAC CE? Is this possible?
