LTE: When and why MME decides to assign new GUTI?

When a UE attaches to a network for the first time, it uses its IMSI to request access to the network & obtains a GUTI in Attach Accept message allocated by the MME, during TAU procedure MME may assign new GUTI .
When and why MME decides to assign new GUTI?

Usually when tracking area update request receives at MME that is different from the current serving MME, GUTI reallocation procedure executes in the network. Sometime UE provided GUTI is invalid in the MME that's why a new GUTI is provided by the MME.

How does MME get UE IDENTITY, when MME does not found its GUTI in it self & neighboring MME ?
where MME could not find UE's info in itself & neighboring MME/SGSN.

Here consider the old MME belongs to different pool compare to new MME.

I just thought of a situation ,

As each ENB does S1 connection with MME.so consider 3 ENBs(those are nearer to each other) did S1-Setup with a particular MME.

After S1-Set up done can we have/add some intelligence (Based on some identity ) at MME to know who all are neighbor for whom?

If we will know about this we can make X2 -relation with neighbor easily ,so that we can reduce the overhead of getting info of neighbor ENBs.
