LTE for utility services?

As LTE is growing traction and more and more accepted as a wireless standard for the next generation. I want to know what LTE is offering for the utility services i.e. smart grid, electricity/water/gas meter readings, utility sensors etc. Is there any work going on in this area. Please share your thoughts.

If I am getting correctly. Is your concern about M2M communication through the LTE network.?
No, my question is about the utility services. Say for example (just imaginary and dont know any work is going or not) SIM is associated with utility meter and and the end of month it sends the reading or in case of misuse it sends the info to the back end etc.
Now my question is about LTE usage in utility services.

Whenever a new technology comes it provides better user experience. Since the role out of a new technology requires a lot of money investment. It makes services expensive for users. For what reasons an operator would like to deploy VoLTE when it is already have Circuit switch fall back for voice services. In India, Reliance Jio is a new player in telecom market that's why it is rolled out VoLTE since it was not having any legacy technology to provide voice services. What about others ? Are they deploying VoLTE just for the namesake that they also support VoLTE or really there is a need for that ?

In EPS network feature support IE of "Attach Accept" message , it shows one item as "EXTENDED SERVICE REQUEST for packet services (ESRPS)". Please tell me how it is different than "Extended Service Request".

Can someone please explain which all sub frames of a radio frame (FDD mode) can't be used for multicast and broadcast services and what are the reasons for that ?
