LTE: Is there any option by which UE registers to LTE network for data and voice through 3G/legacy network?

Is there any option is the LTE handset by which when UE makes a voice call it goes through legacy network 2G/3G and for data it uses LTE network assuming LTE network supports LTE data/VoLTE/Legacy Network ?

I am not sure but I think while doing combined attach, UE sends an IE "Voice domain preference and UE's usage setting". This IE is used to inform MME whether UE first preference is either IMS based or CS fallback. Based on this IE, MME takes further action.

However I could not understand the importance of "UE' usage setting". It has two possible values. '0' is used for "voice centric" and '1' is used for "data centric". What is the significance of this IE for the MME?

Assuming one case when UE was in LTE network and data transmission was ongoing. Due to incoming voice call, UE leaves LTE network and moves to legacy network to finish voice call. I want to know what will happen with ongoing data session in LTE network.
Does the LTE network deletes UE context ? Does the LTE network buffers UE data coming in downlink direction ? Or UE establishes voice as well as data session is legacy network and he continues voice and data services (less through due to legacy network speed) in case UE and legacy network both support DTM (Dual transmission mode) ?

Whenever a new technology comes it provides better user experience. Since the role out of a new technology requires a lot of money investment. It makes services expensive for users. For what reasons an operator would like to deploy VoLTE when it is already have Circuit switch fall back for voice services. In India, Reliance Jio is a new player in telecom market that's why it is rolled out VoLTE since it was not having any legacy technology to provide voice services. What about others ? Are they deploying VoLTE just for the namesake that they also support VoLTE or really there is a need for that ?
