How Roaming free is achieved?Reliance jio is providing roaming free to its user but if user in other state it may connected to different IMS PDN and how roaming free is enforced in this case?

There are two kinds of roaming. In one case when user is registered through one state and goes to another state while in other case when user connects to its home network though radio of different operators. Second case would be applicable only if first operator has agreement with the second operator to allow subscribers of first operator through its radio network.
Since as per my knowledge, Reliance Jio having country wide LTE network so if they say roaming is free, it means you can roam to different part of India without paying any extra money.
Each operator keeps multiple number of PDN gateways to serve large number of subscribers. Your network entities will select relevant PDN based on various factors such as your location, network load, subscription details etc.

why PDN selection based on location or subscription ?however all the PDN will have subscription details right?

If single PGW supports multiple APN , UE attached with an APN (say Browser APN )and UE is requesting an new APN (Say for call service )which is supported by same PGW. How PGW reconfigures the default bearer? Will it use same default bearer?

Here assumption is PGW serves both the APN and UE will get IP addresses for both the default bearers using the DHCP server.
I am not sure, DHCP messages for both the PDNs will be transmitted using the first default bearer or DHCP messages for each PDN will use its associated default bearer.
Case 1 :
IP addresses for both the APN assigned by same DHCP server

Case 2:
IP address for each APN assigned by different DHCP server.

In both the cases, I want to know how PGW will deal with DHCP message and also on what basis a particular IP will be associated with a default bearer at UE if its uses same default bearer for the DHCP message exchange.
