Why same operator has different band ENB in same place?

While collecting UE logs i come across this situation. single operator has two different band ENB in single place , Is this fro any specific reason?

If operator would deploy multiple eNodeBs with different frequencies then it can support more number of users at the same location with minimal investment. If an operator does not have choice of another frequency to deploy at the same location then it has to deploy more cells/eNodeBs at the different location. It also has to adjust radio interference for each eNodeB from its neighbor. This method to to support higher user density at a particular geography is more expensive then deploying another eNodeB with the different frequency.

operating band is specified in SIB1 downlink channel upon which ue receives system info..why ? Can any one help on a brief explanation!
