Can a UE get mobility control info inside RRC Reconfiguration Message as part of attach procedure ?

Since Ue can be configured for measure at the time of RRC Connection Setup. What is the probability to get mobility control info inside RRC Connection Reconfiguration as part of initial attach procedure.

UE will get Mobility control info in RRC Reconfiguration Message during Handover only. Which message is known as Handover Command to UE.The IEs will helpful for The UE to synchronize with Target ENB and further communication between him.

U can see the IEs passed in Mobility control info like target pci , target c-RNTI and others ...
Basing the IEs passed in this we can guess that it will be required by UE only during Handover.

During a LTE attach, MME may send the UE a EMM Information message with Universal time and local time zone IE. This IE contains Year, month, day, hour, min, sec.
My problem is that I can not find any reference yet about what should be the value of the year. Is it calculated from 1900 or 2000 or as it is ? or there is some other reference year ?
Any reference spec with this particular information will be highly helpful.

In case of SGW relocation, MME sends CSRequest to new SGW, now question how does a SGW come to know that CS Request is received as part of attach procedure or handover procedure ?

We know before taking decision for handover in LTE system measurement reports are taken into account for an UE. UE has to send measurement report to enodeb but how enodeb realize that now I has to configure to UE to send measure report . To perform these measurements Ue uses concept of measurement gap and then get the information from other cell/technology/frequency. During this measurement activity UE doesn't schedule any UL/DL data and measurement procedure is also a battery consuming activity. my question is that how eNodeb trade off between measurement and UL/DL data.
