What are all the signals UE monitors for RLM?

Question

As per LTE phr ce (power headroom report) , UE sends the UE transmission power left. In NR or EN-DC why it needs to send for each enb and gnb cell?

UE monitors cell specific Reference signal for Radio link monitoring(RLM).
At least the following RSs are supported for NR downlink
CSI-RS: Reference signal with main functionalities of CSI acquisition, beam management
DM-RS: Reference signal with main functionalities of data and control demodulation
