LTE: How does an UE get information that it is scheduled?

why does MME need the "UE Radio Capability" information for an UE during attach procedure ?

The following listed information are scheduled from eNodeB to an UE. And every scheduled information is sent to UE over PDCCH channel within DCI message.
1. DCI carries the information which tells the UE about its downlink data assignment.
2. Transmit power control as the closed loop power control.
3. DCI also carries the information which tells about uplink grant to the UE.
