The HSS, MME, SGSN and EIR shall advertise support of the Diameter S6a/S6d and/or S13/S13' Application by including the value of the application identifier in the Auth-Application-Id AVP within the Vendor-Specific-Application-Id grouped AVP of the Capabilities-Exchange-Request and Capabilities-Exchange-Answer commands.

The vendor identifier value of 3GPP (10415) shall be included in the Supported-Vendor-Id AVP of the Capabilities-Exchange-Request and Capabilities-Exchange-Answer commands, and in the Vendor-Id AVP within the Vendor-Specific-Application-Id grouped AVP of the Capabilities-Exchange-Request and Capabilities-Exchange-Answer commands.

The Vendor-Id AVP included in Capabilities-Exchange-Request and Capabilities-Exchange-Answer commands that is not included in the Vendor-Specific-Application-Id AVPs as described above shall indicate the manufacturer of the Diameter node.

Referring to the 3GPP 29.272 the "Homogeneous Support of IMS Voice Over PS Sessions " AVP is set to TRUE in the ULR means that the serving MME can provide the IMS voice support homogeneously in all TA assigned to it.
Does the MME insert this AVP in the ULR message only if the UE required voice service over IMS during the attach procedure.
In other word, if this AVP is present in the ULR, can we conclude that the UE support Voice call over IMS (VOLTE).

In the same context, if this AVP is absent ("Homogeneous Support of IMS Voice Over PS Sessions ")m can we conclude that either the MME does not support VOLTE at all or the UE does not support it (but only CSFB?

I was going through deployment options 4A and 7, in which LTE eNodeB interacts with NGCN for control plane and user plane.
I am thinking the scenarios that when an operator would require particular option 7 in which eNodeB control and user plane both ends interface towards NGCN ? If this is the case then S1-AP and NG-AP both protocols will have to implement at next generation core network.
Is my understanding of option 7 is correct ?
