Default bearer can be used to send data associated to multiple applications. Since default bearer usually a non-GBR bearer and there is a term AMBR (Aggregrate Maximum bit rat) which is the sum of data flowing through all non-GBR baerers, So network shall allow the data flows whose aggregation is equal to AMBR or less than that.

PCEF as PGW enforces this limit for downlink data and UE takes care about uplink flow.
This is what I know. If someone has more information please share and also correct me if I am wrong.

In the current service provider scenario ( in india ) where LTE is mostly used only for data services, the default bearer is used only for getting the IP address for the UE and data flow is restricted., Separate dedicated bearer is then established with the PDN for providing internet connectivity.
