What is the range of RSRP, RSRQ, RSSI and SINR value to get good data rate and how it is related to eNodeB transmition power ? And how these values are used at UE ?

In a high level, all these terms like RSRP, RSRQ, RSSI and SINR used by UE to measure the current channel conditions. UE sends CQI reports to eNodeB, based on that eNodeB makes decision about MCS for the next transmission over the PDSCH.

RSRP value ranges from -140 dBm to -44 dBm (resolution of 1 dBm)
RSRQ value ranges from -19.5 dB to -3 dB (resolution 0.5 dB)

I don't know about RSSI and SINR values.

As for uplink resources we know we need to know before that how much data UE has to send and how much is in buffer. That is ok but how can we predict the data rate for that data?

There are several cases when an eNodeB is configured with different values than its neighbor. Default paging cycle may be one of those parameters. I want to know, in which different scenarios each value of the default paging cycle is used ?

I am a 3G subscriber (pathetic wireless experience), will upgrading to 4G improve the experience i.e. data exchange wud be fast, connection would be stable etc...
