Android tablet customization

Question

We are planning to customize the Android OS and sell the tablet. For the POC we took samsung tablets and used the code from Cyanogenmod firmware for customization.
The idea is to get the tablets and Android source code from vendor and modify the OS code, flash the tablets and sell them. Is that correct, do the hardware vendors share device specific OS code ?

Yes or no depending on procurement volume from ODM.. Some Chinese vendors might do on lower volume ..as low as few thousands
