Every System Information Block has it's own purpose within the system like SIB10 and 11 are used for ETWS primary and secondary notifications, SIB12 is used to carry CMAS notifications. Similarly, SIB16 carries information related to GPS time and UTC i.e. Coordinated Universal Time. UE may use such information for different different purposes. It may be used in case of services like MBMS.

It may be an easy question but still I have some doubt.
How RRC Connection setup procedure gets impacted with the presence of "S-TMSI" as an UE-Identity within the RRC Connection Request message ?
Note: RRC Connection request message can carry either 5 bytes long (S-TMSI) or 5 bytes long random value.
