LTE: Which measurement reporting technique provides a better performance?

Which measurement reporting technique - Periodic or Event-triggered reports (A1, A2, A3,A4, A5), provides a better performance (low pack drops during handover)?

Context is a slow moving UE: 30-120 KM/hour.

As per my understanding Handover will be performed on the basis of event based measurement. Periodic measurement is used for SON/ANR.

eNB can configure A3, A4 and A5 events for intra/inter frequency measurement for performing HO. If eNB is configuring these events for both intra and inter frequency HO then eNB also configure the measurement gaps(to perform measurement for inter freq) for the UE. If eNB is configuring any of these event only for intra freq HO and no inter freq measurement is configured then no need to configure the measurement gaps.

So if HO is happening when measurement gaps is not configured then performance will be better compare to if HO is happening when measurement gaps is configured.
