HSS send the cancel location to MME with cancellation type as subscription withdrawal to inform the MME or SGSN about the subscriber's subscription withdrawal.

This is what specs are saying -
The HSS will include a cancellation type of "Subscription Withdrawal" if the subscriber’s subscription is withdrawn by the operator and will include a cancellation type of "MME Update Procedure" if the UE moved to a new MME area and will include a cancellation type of "SGSN Update Procedure" if the UE moved to a new SGSN area, and will include a cancellation type of "Initial Attach Procedure" if the cancel location is initiated due to an Initial Attach from the UE.

if ULR is received from mme ,hss sends mme update procedure in cancellation type like that when subscription withdrawl will be sent
Could not understand the comment, can you rephrase and may be step by step.
If the Update Location Request is received over the S6a interface, the HSS shall send a Cancel Location Request with a
Cancellation-Type of MME_UPDATE_PROCEDURE  to the previous MME my doubt is in which scenario cancellation-type "subscription withdrawl  procedure" is sent to mme  thank you so much for your response
If the subscriber’s subscription is withdrawn by the operator (any business reason) then cancellation type is "subscription withdrawal".
business reason means UE has given a special subscription by the operator now he wants to remove the subscription by sending subscription withdrawl.is it correct?
Its with operator and difficult to say and could be anything
1. Limited time subscriber (time bound prepaid etc etc)
2. Credit finished
etc etc...
