Why PCRF is separately in LTE Core network, can’t we provision the whole function and features in P-GW itself, what is the exact need of PCRF rather than PCC?

More then the technical reason it is more for the convenience. A PCRF is the Policy Decision Point virtually cut-and-pasted into IMS and afterwards taken by the 3GPP who awarded it with a new acronym. It is a place where business rules are merged with network actor information (in the case of mobile, subscribers). It acts as a centralized engine for deploying policy to enforcement points in a specific, limited domain (usually a MSC/MME, APN, or geographic region).

PCRF the business rules themselves are stored in a rules base (the SPR), and the user information is stored in a directory (the HSS) and the execution of the policy is done by PCEF.

This regarding the sessions b/w the PGW and PCRF.

Lets say we have 2 default bearers(DEF1, ad DEF2) for UE1, and 2 dediicated bearers for each of these Default bearers. And for UE2 assume 2 def bearers, DEF3, and DEF4.

Now a CCR is sent for initial default bearer DEF1 creation for UE1. Lets say session(session1) is created for this. with CCRequest number=0.
For Ded bearer1 creation, will it use the same session Id ? and increment the CCRNumber ?
What about the UE2?

I am new to Diameter and earlier, these things were internal and didnot need diameter interface. So the questions are arising.

PGW sending a USU of 0 in CCR Updates after the first USU in first CCA Update was sent correctly. GSU from PCRF is 10Mb.
