How does eNodeB configure an UE for the proximity indication procedure ?

I went through RRC specification for proximity indication procedure. I could not figure out what configuration eNodeB does to get proximity indication message from an UE ?

Proximity indication procedure is initiated by source eNodeB. The objective of initiating this procedure is to handover UE from source eNodeB to target Home eNodeB (CSG cell).

Enodeb sends RRC connection reconfiguration message to UE by enabling ReportProximityConfig for E-UTRA frequency.
UE starts searching for E-UTRA CSG cells and sends proximity (entering/leaving CGS coverage) indication message. Based on the proximity indication message receives from UE, source eNodeB triggers further measurement configuration message and ask UE for measurement reports.
UE sends measurement report to eNodeB and eNodeB takes further actions on handover.
