How many Radio Bearers we can create for a single UE ?

Question

I read that, there can be 11 bearers(3 default per PDN and 8 dedicated). The 8 dedicated bearers are per UE or per PDN?
Is my understanding correct, can someone please confirm?

For a Category 5 LTE UE we have 11 Radio bearer which can possible to give 3 SRB's and 8 DRB's.
Based on the applications used by UE, SRB's and DRB's are dynamically scheduled internally to provide the numbers of application services to UE.
