As per ue capability, different band cell can be aggregated. These aggregated cells can be of same enb or different enb but depends upon enb implementation.

Just to add one more point, cells running on different frequencies can be co-located without having any interference.
Usually it is done to do load balancing between co-located cell and better user experience.

In my country LTE bands are Band 4 AWS and Band 28 APT.

So I noticed that when i approach to the cell edge in Band 4 or Band 28, it disconnects from LTE and roll back to 3G. This happens when the RRC is in CONNECTED state (almost always), but not on RRC IDLE.

It is possible to handover from Band 4 to Band 28 without LTE Dropping so frequently?.
