Limited service is used when network is unable to provide normal service. In limited service mode, network provides only emergency bearer services. I mean when an UE try to attach to a network which is able to provide normal lte services, UE has to initiate a new PDN connectivity request to attach to the network for getting emergency bearer services but If network is already in limited access mode then attach request itself will be treated as emergency bearer establishment request.
