why UE will not include CGI info in measuerement report ?

According to spec 36.331 we should give idle period to UE to get CGI info, this is done by giving Drx configuration but still UE is not reporting CGI.

Please can any one help me where I am failing.

Please check ReportConfigEUTRA IE, which carries following information:

purpose  ENUMERATED {
    reportStrongestCells, reportCGI }
}

Are you configuring while doing measurement configuration? Please verify once.

How UE knows weather to include aperiodic CSI report in MSG3?

in contention based RACH procedure ENB will use CSI field RAR as reservd then How UE will get to know weather to send apriodic CSI to ENB or not?
