LTE PHY: Does the reference signal position fixed or it varies based on the deployment ?

Question

I saw a radio frame image which was consists of 10 sub frames. Each sub frame was showing PHICH and PCFICH. I know use of these two channels but want to know whether their positions are fixed or varies in each sub frame ?
