If I understood your question correctly then below is the answer of same.

When SCTP association gets established between two eNodeBs for X2-AP protocol, following things would be applicable.

  1. A single pair of stream identifier shall be reserved for the sole use of X2-AP non-UE associated signalling.
  2. At least one pair of stream identifier shall be reserved for UE-associated signalling. Few more pairs of stream identifiers should reserved.
  3. A single UE-associated signalling shall use one SCTP stream and the stream should not be changed during the communication of the UE-associated signalling.

Its seen that X2 setup is not working, both enodebs can ping each other but no sctp assocation seen.

It is successful only sometimes when both nodebs are rebooted, What could be the reason.?

Consider a case where eNB has only one IP address and it has to act as both SCTP server and SCTP client. Then, how can we do this using same port number as source and destination "36422" (as mention in 3GPP spec 36.422)?
